วันนี้ (28 ส.ค.) น.ส.ไตรศุลี ไตรสรณกุล รองโฆษกประจําสํานักนายกรัฐมนตรี กล่าวว่า ตามที่กระทรวงศึกษาธิการ เตรียมจ่ายเงินให้แก่ผู้ปกครอง 2,000 บาทต่อนักเรียน 1 คน (https://www.descarcamuzica.xyz/Guestpost/) ตามมาตรการให้ความช่วยเหลือภาระค่าใช้จ่ายด้านการศึกษาในช่วงการแพร่ระบาดของโรคติดเชื้อไวรัสโควิด-19 สำหรับนักเรียนในระบบการศึกษาไทย ภาคเรียนที่ 1 ปี การศึกษา 2564 นั้น พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและ รมว.กลาโหม ได้รับเรื่องร้องเรียนจากผู้ปกครองหลายช่องทางว่าโรงเรียนบางแห่ง โดยเฉพาะโรงเรียนเอกชนแจ้งกับผู้ปกครองว่า จะหักเงินเยียวยาดังกล่าวกับผู้ปกครองที่ค้างค่าเทอมสำหรับภาคเรียนที่ 1 ซึ่งจะทำให้ผู้ปกครองไม่ได้รับเงินเยียวยาจากรัฐบาล
นายกรัฐมนตรี จึงกำชับกระทรวงศึกษาธิการให้ติดตาม ตรวจสอบระบบการจ่ายเงินอย่างใกล้ชิด โดยเงินทุกบาทต้องถึงมือผู้ปกครอง ห้ามโรงเรียนหักเก็บค่าเทอมหรือค่าใช้จ่ายอื่นๆอย่างเด็ดขาด เพราะถือว่าผิดวัตถุประสงค์ของการช่วยเหลือเยียวยา โดยโรงเรียนมีหน้าที่จ่ายเงินให้กับผู้ปกครองเท่านั้น ไม่มีสิทธิ์เก็บเงินดังกล่าวไว้แต่อย่างใด โดยเบื้องต้น กระทรวงศึกษาธิการได้ตั้งศูนย์รับเรื่องร้องเรียนเพื่อช่วยเหลือผู้ปกครอง เป็นช่องทางให้ผู้ปกครองแจ้งเรื่องมาที่กระทรวงศึกษาธิการ ให้ดำเนินการแก้ไขปัญหาได้อย่างรวดเร็ว
น.ส.ไตรศุลี กล่าวว่า สำหรับกระบวนการจ่ายเงินเยียวยาผู้ปกครอง จะเริ่มขึ้นในเร็วๆนี้ เมื่อสำนักงบประมาณตรวจสอบข้อมูลเรียบร้อยแล้ว จะส่งเรื่องไปยังกระทรวงการคลัง ก่อนที่กระทรวงการคลัง จะส่งต่อให้กรมบัญชีกลาง เพื่อโอนเงินเยียวยาทั้งหมดมาให้กระทรวงศึกษาธิการ โดยกระทรวงศึกษาธิการ จะใช้เวลาไม่เกิน 7 วัน ในการโอนเงินไปยังสถานศึกษาในระบบ เพื่อจ่ายเงินให้กับผู้ปกครองทั้งการผ่านบัญชีธนาคารและการจ่ายเป็นเงินสดในกรณีที่ไม่สามารถโอนเงินผ่านบัญชีธนาคารได้
"นายกรัฐมนตรี มั่นใจในกระบวนการอนุมัติงบประมาณดังกล่าว ว่ามีความรอบคอบรัดกุม โดยผ่านความเห็นชอบจากทั้งสภาพัฒน์และกระทรวงการคลัง อย่างไรก็ตาม ขั้นตอนจ่ายเงินขอให้ดำเนินการด้วยความโปร่งใส โดยกำชับให้กระทรวงศึกษาธิการติดตามตรวจสอบการจ่ายเงินทุกขั้นตอน ห้ามปล่อยปละละเลยให้เกิดการทุจริตอย่างเด็ดขาด ให้เงินทุกบาททุกสตางค์ถึงมือผู้ปกครองอย่างแท้จริง" น.ส.ไตรศุลี กล่าว
