นางสาวรัชดา ธนาดิเรก รองโฆษกประจำสำนักนายกรัฐมนตรี เผยว่า ตามนโยบายรัฐบาลที่ให้ความสำคัญกับการขับเคลื่อนเศรษฐกิจ (https://www.carinsurancequotesich.top/Guestpost/)ประเทศ มุ่งเน้นเศรษฐกิจชีวภาพ เศรษฐกิจหมุนเวียน และเศรษฐกิจสีเขียว หรือที่เรียกกันทั่วไปว่าเศรษฐกิจBCG ซึ่งส่วนหนึ่งของการเดินหน้าในเรื่องดังกล่าว นายกรัฐมนตรี พลเอกประยุทธ์ จันทร์โอชา ได้ตั้งเป้าให้ประเทศไทยเป็นศูนย์กลางการพัฒนาและวิจัยเมล็ดพันธุ์ข้าวและพืชผักในภูมิภาค เพื่อผลักดันระบบการเกษตรไทยสู่การเกษตรยั่งยืนบนความหลากหลายทางชีวภาพ พร้อมต่อยอดการพัฒนาเมล็ดพันธุ์เป็นสินค้าส่งออกในอนาคต
และเพื่อให้บรรลุเป้าหมายดังกล่าว กระทรวงเกษตรและสหกรณ์ ได้เดินหน้าโครงการพัฒนาเป็นศูนย์กลางเมล็ดพันธุ์รองรับประชาคมอาเซียน ซึ่งเป็นความร่วมมือระหว่างภาครัฐและเอกชน ทั้งสำนักงานพัฒนาวิทยาศาสตร์และเทคโนโลยีแห่งชาติ (สวทช.) หน่วยงานภาครัฐอีก 5 หน่วยงาน สถาบันการศึกษา 10 สถาบัน บริษัทเมล็ดพันธุ์ 60 บริษัท (จาก 5 อุตสาหกรรม) มุ่งเป้าประเทศไทยเป็นศูนย์กลางเมล็ดพันธุ์ในระดับสากล (Seed Hub) ที่มีความพร้อมทั้งทางด้านการวิจัยพัฒนา การผลิต การจำหน่าย การนำเข้า - ส่งออก เมล็ดพันธุ์ที่หลากหลายมีคุณภาพดี ในปริมาณให้เพียงพอต่อความต้องการทั้งภายในและภายนอกประเทศ
ทั้งนี้ ตัวเลขในปี 2563 ประเทศไทยสามารถผลิตเมล็ดพันธุ์คุณภาพดีหลากหลายชนิด มีมูลค่ารวม 1.1หมื่นล้านบาท แบ่งเป็นเมล็ดพันธุ์เพื่อใช้เพาะปลูกในประเทศ 4.3 พันล้านบาท และเพื่อส่งออก 129 ประเทศ มูลค่า 7.4 พันล้านบาท โดยตลาดสำคัญอยู่ในกลุ่มประเทศอาเซียน และเอเซียแปซิฟิก เป็นมูลค่าที่เพิ่มขึ้นจากการส่งออกปี 2548 อย่างมาก อยู่ที่ 1.5 พันล้านบาท โดยส่วนใหญ่ร้อยละ 70 เป็นการรับจ้างผลิต สำหรับในปี 2565 คาดการณ์ว่ามูลค่าการส่งออกจะไม่ต่ำกว่า 1 หมื่นล้านบาท ซึ่งมูลค่าการส่งออกและจำนวนประเทศผู้ซื้อเมล็ดพันธุ์ของไทยที่เพิ่มขึ้นนี้ สะท้อนถึงการยอมรับจากต่างประเทศในความสามารถของการผลิตเมล็ดพันธุ์ ความก้าวหน้าทางวิชาการด้านการวิจัยพัฒนา ตลอดจนศักยภาพในการขยายตัวและต่อยอดสร้างมูลค่าเพิ่มของอุตสาหกรรมเมล็ดพันธุ์ไทยในระดับสากล
"ท่านนายกฯ ให้ความสำคัญอย่างมากในการพัฒนาไทยเป็นฐานของอุตสาหกรรมเมล็ดพันธุ์ ซึ่งเป็นตัวอย่างหนึ่งของการพัฒนาโมเดลเศรษฐกิจ BCG ที่ดี อุตสาหกรรมนี้เป็นต้นน้ำในกระบวนการเพาะปลูกและผลิต ส่งเสริมผลผลิตทางการเกษตรให้มีคุณภาพดี สร้างรายได้ให้เกษตรกร เพิ่มอัตราการเติบโตทางเศรษฐกิจ ที่สำคัญยังทำให้ชุมชนเข้มแข็งขึ้นอาชีพเกษตรกรมีความยั่งยืน ซึ่งเป็นเจตนารมณ์ของนายกรัฐมนตรีและรัฐบาล" นางสาวรัชดา ฯ กล่าว
