นักเรียนชั้นประถม 1 เดินทางมาถึงโรงเรียนแห่งหนึ่งในเมืองเสิ่นหยาง มณฑลเหลียวหนิง ทางภาคตะวันออกเฉียงเหนือของจีน เมื่อวันจันทร์ (30 ส.ค.) ซึ่งเป็นวันเริ่มภาคการศึกษาใหม่
ปักกิ่งประกาศ (https://www.smars.xyz/Guestpost/)ในวันจันทร์ (30 ส.ค.) ห้ามการสอบข้อเขียนสำหรับเด็กที่มีอายุแค่ 6-7 ปี ถือเป็นการเดินหน้าแผนปฏิรูปการศึกษาเพื่อลดความกดดันต่อนักเรียนและพ่อแม่ในระบบโรงเรียนที่มีการแข่งขันดุเดือด
ระบบการศึกษาของจีนซึ่งมุ่งเน้นที่ผลสอบ กำหนดให้นักเรียนต้องเข้าสอบตั้งแต่เริ่มเข้าเรียนปีแรกเป็นต้นไป และต่อยอดไปจนถึงการสอบเข้ามหาวิทยาลัยสำหรับนักเรียนอายุ 18 ปีที่เรียกกันในภาษาจีนว่า "เกาเข่า" ซึ่งคะแนนที่เพิ่มขึ้นหรือลดลงเพียงคะแนนเดียว อาจสามารถกำหนดเส้นทางชีวิตของผู้สอบได้
กระทรวงศึกษาธิการจีนแถลงเมื่อวันจันทร์ (30) ว่า การสอบที่ชุกเกินไปส่งผลให้นักเรียนต้องรับภาระหนักและอยู่ภายใต้ความกดดันมหาศาล และความกดดันต่อเด็กตั้งแต่ยังเล็กเป็นอันตรายต่อสุขภาพจิตใจและร่างกายของเยาวชน
นอกจากห้ามจัดสอบข้อเขียนในเด็กเล็กวัย 6-7 ขวบแล้ว กฎระเบียบใหม่ยังจำกัดการสอบในชั้นปีอื่นๆ ของการศึกษาภาคบังคับ ไม่ให้เกินภาคการศึกษาละ1 ครั้ง และอนุญาตให้มีการสอบกลางเทอม ตลอดจนการจัดสอบแบบจำลองการสอบจริงสำหรับชั้นมัธยมศึกษาตอนต้น
มาตรการเหล่านี้เป็นส่วนหนึ่งของแผนการปฏิรูปภาคการศึกษาอย่างครอบคลุมของรัฐบาลจีน ซึ่งรวมถึงการปราบปรามโรงเรียนกวดวิชาที่พ่อแม่มองว่า เป็นวิธีเพิ่มพูนโอกาสทางการศึกษาสำหรับลูก
ทั้งนี้เมื่อปลายเดือนกรกฎาคม จีนสั่งให้บริษัทกวดวิชาของเอกชนทั้งหมดแปลงเป็นองค์กรที่ไม่หวังผลกำไร และห้ามสถาบันติวเตอร์สอนบทเรียนในวิชาหลักในช่วงสุดสัปดาห์หรือวันหยุด ส่งผลกระทบอย่างรุนแรงต่อธุรกิจนี้ที่มีมูลค่าถึง 100,000 ล้านดอลลาร์
เป้าหมายของปักกิ่งคือการลดความเหลื่อมล้ำทางการศึกษา ซึ่งพ่อแม่ชนชั้นกลางบางคนยินดีจ่ายเงินปีละอย่างน้อย 100,000 หยวนเป็นค่าเรียนพิเศษเพื่อให้ลูกสอบเข้าโรงเรียนดีๆ
พ่อแม่บางคนไล่หาที่อยู่ในเขตพื้นที่ของโรงเรียนซึ่งมีชื่อเสียง ส่งผลให้ราคาบ้านย่านนั้นพุ่งขึ้น
คลอเดีย หวัง หุ้นส่วนและผู้อำนวยการฝ่ายการศึกษาเอเชียของบริษัทที่ปรึกษาโอลิเวอร์ วายแมนในสิงคโปร์ ชี้ว่า ไม่มีประเทศไหนอีกแล้วที่มีวัฒนกรรมการติวแข็งแกร่งเท่าจีน
อัตราการขยายตัวของประชากรที่ลดต่ำที่สุดในรอบหลายทศวรรษทำให้ทางการจีนยกเลิกนโยบายจำกัดการมีลูกไม่เกินครอบครัวละ 2 คนเมื่อต้นปี นอกจากนั้นรัฐบาลยังต้องการเพิ่มมาตรการจูงใจเพื่อโน้มน้าวให้ประชาชนมีลูกเพิ่ม
สัปดาห์ที่แล้ว เจ้าหน้าที่ในปักกิ่งประกาศว่า ครูต้องสลับสับเปลี่ยนไปรับตำแหน่งในโรงเรียนต่างๆ ทุก 6 ปี เพื่อป้องกันไม่ให้ครูที่มีความรู้ความสามารถกระจุกอยู่ในโรงเรียนระดับหัวกะทิบางแห่งเท่านั้น
ในวันจันทร์ เจ้าหน้าที่ศึกษาธิการยังย้ำเตือนไม่ให้โรงเรียนต่างๆ สร้างห้องเรียนพิเศษสำหรับเด็กที่มีพรสวรรค์
ต้นปีนี้กระทรวงศึกษาธิการสั่งห้ามการให้การบ้านแบบข้อเขียนสำหรับนักเรียนเกรด 1 และ 2 รวมทั้งจำกัดการให้การบ้านนักเรียนมัธยมต้น ไม่ให้เกินคืนละ 1.5 ชั่วโมง
อย่างไรก็ตาม พ่อแม่จำนวนมากยังมองว่า การศึกษาคือเส้นทางไต่เต้าทางสังคม เนื่องจากเกาเข่าเป็นหนึ่งในไม่กี่วิธีที่นักเรียนยากจนในชนบทจะสามารถเข้าถึงโอกาสทางการศึกษาที่ดีกว่าและโอกาสในการมีงานดีๆ ทำหากได้เข้ามหาวิทยาลัยแถวหน้า
