นายวีระพงศ์ มาลัย ผู้อำนวยการสำนักงานส่งเสริมวิสาหกิจขนาดกลางและขนาดย่อม (สสว.) เปิดเผยรายงานดัชนีความเชื่อมั่นผู้ประกอบการ SME (SME Sentiment Index: SMESI) ประจำเดือนกันยายน 2564 ว่าดัชนีความเชื่อมั่นฯ ปรับเพิ่มขึ้นต่อเนื่องจากเดือนสิงหาคม 2564 ที่ระดับ 31.9 มาอยู่ที่ระดับ 35.9 สะท้อนสัญญาณการฟื้นตัวของธุรกิจ SME หลังวิกฤตโควิด-19 ระลอก 3 เป็นผลจากสถานการณ์ผู้ติดเชื้อและผู้เสียชีวิตลดลง มีจำนวนผู้ที่ได้รับวัคซีนดีขึ้นอย่างต่อเนื่อง และมีการผ่อนคลายมาตรการให้ธุรกิจเปิดดำเนินการได้มากขึ้น ประชาชนมีความมั่นใจและมีกิจกรรมทางเศรษฐกิจมากขึ้น
อย่างไรก็ตามค่าดัชนี SMESI ยังต่ำจากระดับค่าฐาน (50) อยู่มาก บ่งชี้ปัจจุบันผู้ประกอบการ SME ส่วนใหญ่ยังมีความกังวลต่อภาวะธุรกิจและเศรษฐกิจแม้จะมีแนวโน้มดีขึ้นจากก่อนหน้าก็ตาม โดยองค์ประกอบของดัชนีด้านคำสั่งซื้อ ปริมาณการผลิต/การค้า/บริการ การลงทุน กำไร และการจ้างงาน ปัจจุบันเพิ่มขึ้นมาอยู่ที่ระดับ 27.1 28.3 39.0 27.0 และ 43.5 ตามลำดับ ส่วนองค์ประกอบด้านต้นทุนปรับตัวลดลงมาอยู่ที่ระดับ 50.4 และดัชนี SMESI ภาคการผลิต ภาคการค้า และภาคบริการ ในเดือนนี้เพิ่มขึ้นทั้งหมดมาอยู่ที่ระดับ 35.7 38.5 และ 34.1 ตามลำดับ
ทั้งนี้ ดัชนีความเชื่อมั่นฯ ของผู้ประกอบการ SME รายภูมิภาค ปรับตัวเพิ่มขึ้นทั้งหมด ได้แก่ เขตกรุงเทพฯ และปริมณฑล ปัจจุบันอยู่ที่ 35.6 เพิ่มขึ้นจากเดือนก่อนหน้าที่ระดับ 30.7 เป็นการปรับตัวดีขึ้นมากที่สุดเมื่อเทียบกับภูมิภาคอื่นๆ จากการผ่อนปรนมาตรการควบคุมโรคเป็นสำคัญ และดัชนี SMESI ภาคบริการ ปรับตัวเพิ่มขึ้นชัดเจน จากการเปิดให้บริการของสายการบิน และบริษัทขนส่งสาธารณะ ทำให้ผู้คนสามารถเดินทางเข้าไปในพื้นที่ได้มากขึ้น ส่งผลให้คำสั่งซื้อปรับตัวเพิ่มขึ้นในเกือบทุกสาขาธุรกิจ โดยเฉพาะสาขาธุรกิจที่พัก/โรงแรม และสาขาจำหน่ายสินค้าอุปโภคบริโภค
ดัชนีความเชื่อมั่นฯ ของภาคกลาง ปัจจุบันอยู่ที่ 33.4 เพิ่มขึ้นจากเดือนก่อนหน้าที่ระดับ 29.4 ภาพรวมธุรกิจปรับตัวดีขึ้น ตามการเพิ่มขึ้นของการออกมาทำกิจกรรมทางเศรษฐกิจของประชาชน รวมไปถึงการเปิดดำเนินธุรกิจของพื้นที่สีแดงเข้มได้มากขึ้น โดยเฉพาะด้านการขนส่ง (ไม่ประจำทาง) และบริการเสริมความงาม
ดัชนีความเชื่อมั่นฯ ของภาคตะวันออก ปัจจุบันอยู่ที่ระดับ 34.1 ปรับเพิ่มขึ้นจากเดือนก่อนหน้าที่ระดับ 30.7 จากการขยายตัวของธุรกิจภาคการท่องเที่ยว โดยเฉพาะเมืองท่องเที่ยวสำคัญ เช่น พัทยา ที่คนเลือกไปพักผ่อนในช่วงวันหยุด ส่วนภาคการผลิตปรับตัวดีขึ้นตามอุปสงค์ในประเทศ โดยเฉพาะการผลิตอาหาร และเครื่องดื่ม ที่มีการขยายตัวเพิ่มขึ้นชัดเจน
